Charles is a telepath, and kind of a powerplaying sort of telepath at that, alas, which means I need your help with a few questions.
1. Can he read your character's mind?
a) Do they have something blocking him from reading their mind? Do you have an idea for what that might feel like to a telepath? (Emma Frost's diamond wall, a smooth shield he glances off of, etc. If you don't have a headcanon, I'll invent something.)
b) Do you want to opt out of mindreading? Charles can't switch off the surface stuff, like catching particularly strong thoughts or feelings, but I can easily say he doesn't choose to delve any deeper.
2. Is there anything you want Charles to find out about/anything your character thinks about enough that he WOULD find out about?
3. Is there anything he absolutely shouldn't find out about?
4. Anything you want to add that a telepath should know?
I realise a lot of this will be a case by case basis, but this is a really helpful starting point for me. Thanks!

2. Uhh I guess he'd learn general stuff about the Reaper invasion, stuff about the quarians, etc. Have you played Mass Effect? I always assume if someone's played Dragon Age they've played both and I'm usually wrong. I just don't wanna tl;dr you on things you already know.

4. Idk I guess he'd pick up on quarians having to wear these suits so they don't get sick and die.

2. ALSO idk if you've played twdg or not!! But he'd probably pick up on the stuff about the walkers, Clementine's importance to Lee, and the details behind Lee's missing arm. I'll give more details on all these lovely things if you aren't familiar with the game.

2. Bucky and Peggy. Peggy and Bucky. How Bucky has been brainwashed, how Peggy thought Bucky died, how she's keeping something from him - and once someone drops the whole freezer-burn bomb he'll probably be stuck on the dead-but-not-dead thing for a while.

4. If you've seen the canon, you're free to pull anything from there - he's from 1943, so there's not a whole lot at the moment, but I'm happy to provide headcanon as-needed, and I will be canon-bumping him eventually.

Yes, he is from the 40s! But the Bucky here is from post-TWS, and Steve just got hit both with "oh by the way your best friend is brainwashed" and "oh by the way you gonna freeze for seventy years".

2. Lord. Ellie has kind of hit the skids at her current canonpoint - she's on her own, taking care of her half-dead adoptidad who got stabbed through the gut by rebar during a scuffle. Him showing up will take some of the pressure off of that valve, but she's been on her own for 'a few weeks', according to in-game dialogue, and in that time she's had to kill more than a few people (and zombies) to survive and protect Joel. She just got kidnapped by cannibals. And then showed up here. SO THERE'S A FEW THINGS HE MIGHT PICK UP.

4. She's immune to the Cordyceps infection, which is her world's version of zombies. Her immunity is a huuuge deal, of course, and she's under strict instructions from Joel not to tell anyone about it. She always wears long sleeves to hide the bite on her arm.
She's lost pretty much everyone close to her in one way or another, and blames herself for a lot of it. The most significant people are Riley - her friend and girlfriend who got bit at the same time she did - and two other survivors she and Joel met pretty early on, Henry and Sam. Sam was her age. He got bitten, attacked her when he started to turn, and his brother (Henry) shot him before killing himself. There's also Joel's significant other, Tess, who was bitten while helping transport Ellie to a handoff that turned into an ambush. She still hasn't forgiven herself for that.

a.) i wouldn't say it blocks him, but it's probably strange/uncomfortable/not quite like reading a human. (ugh sorry i'm gonna babble about this a little.) noa's a tengu, and in his canon, he's a kind of deity/holy creature (though he's only aware of this to the extent that the lore about tengu exists). that said, while he primarily thinks like a human and acts like a human and feels like a human, he's definitely not human, and there's a lot about himself he doesn't know. so i guess what i'm mostly saying is that charles could probably read him no problem, but if he pushes a little deeper than surface thoughts, it gets weird and amazing and likely a little scary real quick. if that makes sense????
b.) i'm actually super okay with charles reading noa sometime. i like mindscape stuff, especially since noa's so totally unaware of so much about himself.
2. it'd probably be pretty easy for charles to find noa's bond to kazuki. it's kind of like a geas that forces him to obey if he's given a direct order, though (probably oddly) there's no malice or sorrow surrounding it (other than maybe some vague irritation). it'd be pretty obviously dormant here, though.
3. umm.. i think anything in his info is pretty open-book. anything else, i figure we'd just talk about it first.

4. Anything you want to add that a telepath should know? That she is also telepathic! But without training. Or finesse. Or real control.
